INDIAN HILLS GENERAL IMPROVEMENT DISTRICT

The Indian Hills General Improvement District was chartered in 1973, by Douglas County, Nevada, as a unit of local government, according to the Nevada Revised Statutes, Section 318.  It is a multi function district, with an elected Board of Trustees, who, within the established boundaries of the District, own and govern the development, maintenance, and use of public facilities such as the water and sewer systems, streets and sidewalks, parks and open space.

MISSION STATEMENT

The Mission of the District is to provide, within its Charter, those public facilities and services which maintain and improve the quality of life of its resident families, and to maintain and operate those facilities and services at the highest quality and in the most cost-effective manner possible, with the intent to continue to do so for a growing population of residents.

2008 Yard Improvements Contest
ENTRY FORM

Deadline for entry:  Friday - September 5, 2008 by 4 p.m.

The Indian Hills General Improvement District wants to recognize residents who have improved their yards.  The intent of this contest is to increase awareness within our community to promote the use of native plants, Xeriscape landscaping, water use conservation and water efficiency and to improve the overall attractiveness of yards within the District’s boundary.

CONTEST RULES

1. Location of property must be within the Indian Hills General Improvement District’s boundary.

2. Entrant must submit at minimum two of each before and after 4x6” or larger color photos of improvements.  Write entrant’s name and property address on back of each photo.  Entrant can submit photos on CD.  Photos submitted via e-mail to seisele@indianhillsnevada.com, simply need to have entrant’s last name as part of the file name.  Photos and CD will not be returned.  Photos submitted may be published without prior notification to owner.

3. Provide a brief description of improvements including any special features such as weed and debris removal, list of plants, layout map of landscape improvements, irrigation system and explanation of how landscape is water efficient.

4. Judging criteria.  Judges will consider the following elements of the improvements.

Aesthetics - Overall attractiveness (30%)
curb appeal; aesthetic color, form, texture; creative and environmentally sensitive use of hardscape.  Is there appropriate contouring and mounding to enhance overall affect?  Are plant groupings appropriate?

Plant Selection (25%)
Nevada-friendly plants, functional turf, functional landscape, meets needs of owner.  Does the plant selection fit the function of the landscape?  Are native plants and other low water plants used?  Are high to moderate water use plants grouped together?

Irrigation System (20%)
The landscape’s irrigation system should be properly designed and installed.  Spray irrigation should be used in turf areas and drip irrigation for plants.  Water efficiency is the key element of the landscaping.  Is there any evident water runoff?

Maintenance (20%)
Property must be neat and well kept with apparent use of appropriate and effective integrated weed, insect and disease-control methods.  Maintenance practices must show proper pruning and staking techniques.  Are weeds kept to a minimum? Are plants neat, tidy and attractive?

Mulches (5%)
Mulches should be applied to a sufficient depth to reduce water loss.  Are there appropriate mulches to reduce water loss?

5. Judges’ decisions are final.  Winners will be recognized at the October 2008 monthly Board of Trustees meeting.  Winners will be eligible to re-enter the contest after a three year waiting period.  Trustees of the IHGID Board and employees of the IHGID that reside within the District’s boundary are not eligible to enter the contest.
